The US grip loosened, and European countries and EU thought they can become sovereign (a country is sovereign when she has control over her finances, foreign politics, and military politics - in case of EU the last two highly depends on the will of the US govt.), and create their own multipolar world where EU is elevated next to the US. They thought the € will be the next currency next to dollar. That did not happen, and now the US tightens back the grip.
