From what I read, the NYC FBI office told the NYPD that the DC FBI office was going to take care of it all.

Later, the NYC FBI asked Comey about it in an open meeting.......Comey said he knew nothing about it (we now know that's because McCabe hid it from comey).

Comey sent the the letter to congress that evening, announcing the reopening of the hillary email case.
